SCHOOL RULES & REGULATIONS

Rules and Regulations for Government Run Schools(South Sikkim)

Though a school can do a lot for a child, it cannot do everything. The home is the place where your child gets his / her first education and training in citizenship. It is the chief place where his / her character is formed and developed. School education indeed promotes the growth of personality and helps to discover and develop the qualities that are in the children. In order to secure all that is best in the education of your child maximum co-operation between the parents and the School and Parents. As far as school obligations are concerned, be assured that we shall do cur best to remain faithful to our commitment; but let us remember that home is the first school for everybody. As your child advances in age, guide him / her to become a resourceful arid useful member of the home, society and the country.

 

1.    The Students must follow and respect the rules and regulations and respect to teachers and non-teaching staff of the school irrespective of their posts.

 

2.    The School diary shall be issued to all the students of the school which must be brought to school everyday and must be produced by the students as when required by the teachers. Parents must check the Diary of the wards regularly in order to check and assess their overall performances including their attendance.

 

3.    The Students shall not be allowed to carry and use Cell phones during school hours and class teacher / subject teachers,  are fully authorized / empowered to seize such articles and deposit the same in the office of the School Head or impose a reasonable fine so as to ensure that no repetition is done in future.

 

4.    Pupils shall reach the school before 9.30 a.m. punctually and departure only after the school closes for.

 

5. Parents must furnish their contact number, their residential address and their authorized signatures in proper space provided in the diary. Further, the full address of the local guardian will be furnished in the diary, if necessary.

 

6.    Parents must properly monitor the home assignments / activities of the students so as ensure that they are not indulged in any undesirable activities in any manner. The parents should fix up proper timetable of their wards for study ci home systematically.

 

7.    The students shall turn up in neat and clean (well ironed) school uniform and well polished black (naughty boy) shoes (white canvas shoes with House dresses, NCC, scouts / Guides uniform on wed & sat) properly and compulsorily. The standing disciplinary commii13e shall ensure all kinds of discipline right from the school campus and assembly session.

 

8.    School has constituted a disciplinary committee comprising of a certain number of proficient teachers (preferably trained and motivated) as its members and the Head of ~ School as its Chairman or for primary sections all the primary teachers and secondary and senior secondary sections all the GTs and PGTs as the disciplinary bodies respectively. In case of Junior High School / Primary School / Lower Primary Schools the member of the disciplinary committee should be comprised of members from local panchayats / SMC members.

 

9.    The Students must attend the counseling programs organized by the school through various agencies and NGOs from time to time.

 

10.   The school shall organize Community Awareness Programs for urban and semi-urban areas in collaboration with various agencies, Departmental functionaries, Civil Societies, Health Organizations Govt. hospitals and other resource persons from the school

11.   In case of participation of the students in extra curricular activities like NCC, 5couts&Guide and other games and sports being organized by the’ parent department, inter-department and other NGOs and functionaries shall be subject to obtain permission of the guardians / should produce documentary proof so as to justify the inability of their wards to take part in such activities

12. Moral education at school and home is an essential component for all the students in order to mould their positive attitude as well as guarding them against immoral activities. For this both the school and parents should share the task of advising and guiding the students in a suggestive ad right manner.

 

13.   No leave shall be granted to the students unless the leave application is sent by legitimate parents / guardians with their authentic signatures stating the facts with genuine ground requesting for the grant of leave application.

 

14.   The Students submitting improper leave application shall be dealt with strictly and their guardians will be informed of such acts of their wards immediately.

 

15.   The Students absenting from classes without permission shall be charged a fine of Rs.5/: per day for the first time. Repetition such unauthorized absence will lead to, strict disciplinary action including striking off their names from the Attendance Registers by the class teachers. Readmission in such cases may be considered by the Head of School on his / her own discretion or in consultation with class teachers or authorized School Committee provided that the concerned guardian satisfies the committee with substantial reasons for consideration of the case.

 

16.   The Students intentionally bunking classes/periods shall be fined Rs.25/~ for the first instance, but the fines v.111 be doubled and apology letters will be asked from the guardian till the third instance. Thereafter, if such repetition continuous, than defaulter will be issued Transfer Certificate without any further notice to the parents / guardians.

 

17.   In case of persons impersonating to be pretending genuine guardians of students will be dealt with serious disciplinary action. The school authority shall not even hesitate to refer such illegal practices to the concerned department /S.M.C/ Panchayat members / nearest police station.

 

18.   The Subject teachers shall conduct monthly tests or surprise tests in their respective subjects. Such reports may be sent to the parents / guardians, if the subject teachers feel it necessary for initiating corrective measures.

 

19. The Students failing to appear in Final Term Exams due to long period of their illness may be given a chance for re-examination, provided his / her academic record and conduct informed by the class teacher / subject teachers to be found remarkably good upon the recommendations of the School Head based on a valid documentary proof of illness except Board Exams.

 

20. The Students found guilty of damaging school property shall be punished by the Head of School and shall be imposed fines to compensate the loss of property. The punishment can be expulsion from the school, if the case seems to be of very serious nature.

 

21.   Further, the school shall take steps for temporary manageable school compound - fencing with the help of guardians, SMC and panchayats. The School shall approach to the concern department for proper school fence.9 of the compound so us to keep it free from trespass and encroachment of the school area.

 

22. All Students must attend school in proper school uniform as prescribed by the School authority. They must maintain simple and suitable hairstyle and should avoid wearing unnecessary: ‘articles / ornaments.

 

23. Parents / Guardians are responsible to ensure proper monitoring and maintaining of dress up of their wards. It is also the responsibility of the concerned guardians to inculcate desirable discipline and good habit of their wards. Any violation of this rule shall be dealt with firmly.

 

24. The School impliedly expects from all guardians that no parents/guardians shall react unnecessarily when school imposes liberal punishments to the students for enabling then to realize their faults/weaknesses. Such ca-operation, shall in turn, help the pupils to follow up the school discipline properly and eventually make them to understand the worth of Education.

 

25. The School shall have independent discretionary power in engaging the students in manual work / physical work so us to impart in them the dignity of labour.

 

26. The students once taken to police custody in School uniform shall be suspended. Further, while issuing T.C to such student, the word SUSPENDED shall be written so that the next school where he / she is seeking admission may see the gravity of breach of discipline and the consequences thereof.

 

27.Deliberate use of tobacco, smoking, harmful intoxication inside the classroom and within school premises by the students will be taken up as serious default / crime and liable for stringent disciplinary action which could even be extended to expulsion of the students. The departmental notification No. 31LR/200ô dated 15/4/2~3ó shall stand as strong yardstick.

 

28. No students shall be allowed to move in the towns / bazaars / marketing centers / haats / melaas / social functions / Govt. and Govt. undertaking off ices (in School uniform) without written permission of the School Heads during school hours.

 

29. School shall constitute a core group in the School for guiding the School in all aspects. The School head shall also make consultation with such group for taking decisions on important matters and issue necessary instructions for wellbeing of the School.

 

30. Damages of window plains, class room furniture, library books, computer accessories, writing on walls and using filthy and unhealthy and abusive languages by the students shall not be tolerated. Such defaulters shall be firmly dealt with serious disciplinary actions.

 

31. Students are expected to come to class room well-prepared, regular home assignments are to be submitted, subject wise books & exercise books are brought, no sharing of nooks / copy books shall he allowed. For such defaulters the concerned subject teachers are fully authorized to deal with and in case of intentional negligence the matter shall be immediately reported to Head of the School.

 

32. Students of all classes shall be examined / evaluated in using English language in the School premises. Moral education and General Knowledge shall be taken care of and students are expected to refer library books and other references.

 

33. Thoughts for the day is compulsory far all the students. Conducting of assembly Session shall also be made turn wise amongst all senior students to give that exposure. Moreover the school shall take initiative to make it creative and interesting by giving talks on moral values by both the teachers and students in the form of stories at least for 3 to 5 minutes’ duration.

 

34. Academic activities like debate corn 0tition, assay writing competition, quiz competition, painting competition, and various other academic tests shall be a regular feature of the School and all students are expected to take part positively. Parents shall have to bear reasonable expenditure during such activities without any complaint.

 

35. Each school shall be assisted by the department to Set up a competent guidance and counseling cell in collaboration with Psychiatric specialist / medical experts/Senior and experienced teachers.

 

36. It shall be made mandatory for each pupil to attend the morning

Assembly. Late comers shall be fined @ of R5.20/- for the 1st instance and Rs. 50/- for the 2nd instance and in case of further repetition an explanation call of legal guardian shall be initiated on any subsequent working day.

 

37. Since all the Govt. schools have English as the medium of instruction. Thus, students shall converse in English compulsorily in the school premises and all teaching and non teaching staff shall ensure compliance for it during School hours.

 

38. The students shall not be allowed to carry unreasonably sufficient amount of money in the School campus. However, a minimum permissible sum should be fixed exceeding which the additional amount shall be liable to be seized by the school authority.

 

39. No student shall leave the school premises during school hour without written authorization from the School Head. Truants shall be fined @Rs.50/- along with  the call of legal guardian immediately.

 

40.Leave without application shall be marked as absent and Rs.lO shall be charged as absent fine. Leave shall neither be granted for irrelevant reason like ‘urgent work’ nor it be granted for social / family functions. Further, students applying for leave on medical ground should be able to produce the prescription form duly obtained from a competent M.O or Health Worker or authorised medical staff (in case of rural areas), failing which request for leave shall be summarily rejected. This also prevents the erroneous practice of taking over the counter drugs.

 

41. The students are answerable to the school for their conduct inside and outside the school. Hence, misbehavior in public places, irregular attendance, habitual idleness, incessant failure to make satisfactory progress in studies, objectionable moral behavior like stealing, cheating in exams / tests and above all disobedience to teachers and staff are sufficient reasons for warning or removing them without any prior-notice.

 

42. Hair style shall be treated as part of school uniform. Hence, boys should keep simple-brush cut hair style and girls shall keep two braided hairs supplemented by ribbons of appropriate colour. Elaborate / fashionable / abhorrent hair styles are not allowed strictly.

 

43.No books / newspapers of undesirable variety shall be brought by the students in the school.

 

44.The students shall be strictly forbidden to buy eatables from street vendors / fast food. Further, they shall not be allowed/permitted selling such things within school premises.

 

45.The school shall have every right to put a ban on the sale of tobacco, cigarettes and alcoholic beverages at a radius of lOO m. from School.

 

46.No holidays are expected to extend beyond authorised number of holidays being granted by the Govt. Similarly, those students who remain absent (on the first day of opening & closing days of long break or special holidays like Dasai, Diwali, Summer break or winter vacation) shall be fined Rs.25/-.

 

47. Parerits’ / guardians’ shall not discuss and be permitted to discuss any matter relating to school when the teacher is taking his or her class or by entering classroom premises during school hours without permission from the school Head. If the guardians have any complaint to be lodged / suggestions about pedagogy, curriculum or administration shall be made in writing to the Head of school.

 

48. Quarterly / Half-yearly Parents’ / Guardians meeting shall be convened wherein the performance of individual students s shall be discussed and necessary feedbacks shall be obtained from the educated parents / guardians. ‘The parents’ counseling and sensitization programmes shall also be conducted in the School premises. The School authority shall leave no stone unturned for making better atmosphere in collaboration with parents, guardians, SMCs/ local authorities/ civil societies so on.

 

49.A student ought to have a minimum of 80% Attendance so as to get himself / herself to be qualified for appearing in both Home and Board exams.

 

50.The students resorting to unfair means during the exams shall be disqualified from the exams straight away and panelize appropriate disciplinary action.

 

51. Decision of school authority with regard to promotion of Annual results shall be final & binding.

 

52.The school shall not be responsible for any untoward incident that may happen to a student before or after school hours.

 

53.The students shall not be allowed to represent any club in sporting / co curricular activities without the written permission of the- school authority. Parents’ / Guardians undertaking is mandatory. Deliberate non-adherence to this instructions / guidelines /clauses shall be dealt pith firmly.

 

54.No students are allowed to venture for any excursion, picnic, tracking, hiking or sports without ‘the permission of the School authority. However, educational tours for exposure of students are always welcomed with in the parameter of administration.

 

55.No student shall indulge in political activities.

 

56.It should be taken care and noted that evening tuition classes shall not be encouraged as it is one of the major causes for the present deteriorating situation of school education in the state.

 

57.Ihe regular Govt. school teachers shall not be allowed and encouraged for taking extra tuition, if found so, the matter shall be reported to the departmental authorities for appropriate action. Nevertheless, school authority shall work out adequate measures to ensure proper /adequate teaching in the Class room.

 

58.A student can avail of maximum 3 days leave in a month and exceeding more than 3 days, it should be supported by a valid document. (Medical for self / parents).

 

59.No students are allowed to remain absent continuously for more than 3 days. If he / she continue to remain on leave, parents/guardians are

liable for explanation on the 4th day. In case of failure to comply with, the parents shall have to appear in person in the School within next 3 working days for explanation and disciplinary action. The disciplinary action

shall also extend to strike off his / her name from the admission register. However, School authority deserves discretionary power to re-examine and consider for re-admission on having received their

explanations with due admonitions thereafter.

 

60.The students seeking admission in the Government institution shall be usually unmarried and if they get married while they are in the school as students, the School authority shall not allow them to continue their studies forthwith. However, those students shall be advised to continue their studies through National Open School.

61.   The decision of the School Head and authorized committee shall be final and binding in terms of School administration, management, academic and all other related disciplinary matters and the school administration is solely responsible for making the school functioning smooth.
